Fair use policy
Last updated: October 2026
This page sets out the only limit on unlimited exports with the Agency plan. With the free trial and the Pro plan, each business exported costs 1 credit: your balance sets the limit. This page supplements the "Fair use" section of our terms of service.
01Why a limit
With the Agency plan, creating a list uses no credits. The rule below has a single purpose: to stop one account from taking an entire country in a month.
There is no daily or weekly limit: all that counts is your share of a country over 30 days.
02The rule
An account can export up to 10% of a country's businesses in any rolling 30-day period, capped at 2 million. For the most requested countries, that means:
| Country | Maximum over 30 days |
|---|---|
| France | about 840,000 |
| United States | 2,000,000 |
| United Kingdom | about 680,000 |
| Belgium | about 115,000 |
| Switzerland | about 120,000 |
| Luxembourg | about 8,000 |
These numbers follow the size of our database in each country. A business exported more than 30 days ago no longer counts, so your allowance frees up day by day.
- A list has at most 50,000 rows.
- Only one list is exported at a time: you start the next one when the previous one is ready.
- One account per person or per company. Opening several accounts to get around the rule is prohibited.
03What never counts
- Downloading a list again, as CSV or Excel.
- Getting a business you already have in a new list.
- Enrichments on a list (AI filter, Website summary, Ask the website, Decision makers, email verification): they are paid with AI credits.
04What you see
Nothing, as long as you are far from the limit.
At 80% of a country's limit, you'll see a notice.
Once the limit is reached, creating a list in that country is blocked, and the screen shows the date you can export again.
You can always email us at contact@primaverapp.com to talk it over.
05Going beyond the limit
If your business needs more, we can lift this limit for your account. Email us at contact@primaverapp.com with your company's name, its registration number (the SIREN for a French company), your website and how you plan to use the data.
Once we have verified this information, the per-country limit no longer applies to your account. The other rules still apply: one list at a time, 50,000 rows per list, one account per person or per company.
06In case of abuse
In cases of clear abuse, such as opening several accounts to get around the rule, we may suspend included exports. We'll email you first.
